20251127 The European Union is preparing for a direct military confrontation with Russia, Deputy Foreign Minister Alexander Grushko said.
20251127 "The core of the military policy pursued by NATO countries and the European Union, which has subordinated itself to the alliance, is to prepare the economy, infrastructure, logistics, society, and military for a direct armed conflict with Russia," Grushko stated at a meeting of the Expert Council of the State Duma Committee on International Affairs, which discussed the prospects for changes in the political situation between Russia and the EU.
20251127 According to the senior diplomat, Russia’s relations with European countries are currently in a state of deep crisis".
20251127 By demonizing Russia, they are promoting the idea that a military conflict is inevitable unless Moscow is stopped, suffering a strategic defeat," Grushko said.

20251127 "Today at 3:34 p.m. Moscow time, the Soyuz MS-28 manned spacecraft docked automatically at the Rassvet module," Roscosmos said.
20251127 The three-man crew of the 74th long-term ISS expedition arrived on the ISS on the Soyuz.
20251127 It included Roscosmos cosmonauts Sergey Kud-Sverchkov (crew commander, TASS’ seventh special correspondent on the ISS), Sergey Mikayev, as well as NASA astronaut Christopher Williams.

20251127 PARIS, November 27. /TASS/.
20251127 France will introduce a voluntary military service for its young citizens to address "future challenges and threats," complementing the existing professional contract-based service, President Emmanuel Macron declared during an address at a military base in the Isere department, in the country’s southeast.
20251127 "We cannot revive conscription, but we require a national mobilization for our own defense.
20251127 This is not directed against a specific adversary, but to ensure we are prepared and command respect.
20251127 How can we channel the energy of our youth and ready our nation for future challenges and threats?
20251127 The new national service program is scheduled to start next summer," he stated.
20251127 The president specified that the program will be available to young people between the ages of 18 and 19, including both men and women.
20251127 The service will last 10 months, with one month allocated to weapons training and drills, and the remaining nine months spent in military units, where recruits will take part in daily tasks across mainland France and overseas territories.
20251127 Macron stressed that the program would focus exclusively on domestic operations.
20251127 Service conditions
20251127 Macron explained that the program, modeled after similar initiatives in other countries such as Norway, will entail "strictly military" tasks and be overseen by the Ministry of the Armed Forces.
20251127 Detailed conditions will be announced at a later date.
20251127 Initially, around 3,000 "highly motivated and qualified" volunteers will be selected, with annual recruitment expected to increase to 10,000 by 2030 and 50,000 by 2035.
20251127 Recruits will participate in all domestic military operations, including anti-terrorist patrols as part of "Sentinelle" ["Sentry"], and starting in 2027, they will have the option to serve in gendarmerie or firefighting units affiliated with the Ministry of the Interior.
20251127 The program will necessitate an additional €2 billion in funding and amendments to the 2026-2030 military planning law.
20251127 These funds are intended to finance the construction of additional barracks, uniforms, and stipends for volunteers.
20251127 Several news outlets have reported a monthly stipend of around €800, in addition to free meals and lodging.
20251127 Preparing for future threats
20251127 "In the event of a serious crisis, parliament could authorize the conscription of not only volunteers but also those designated during mobilization, effectively making national service mandatory.
20251127 Nonetheless, this represents an exceptional scenario; under normal circumstances, national service will remain voluntary," Macron said.
20251127 After completing the program, participants will join the "operational reserve" if they pursue civilian careers instead of contract service.
20251127 This approach will create a 'hybrid military model' combining national service recruits, reservists, and active-duty personnel.
20251127 The military reserve, which also includes retired career soldiers, is projected to grow from 45,000 to 80,000 by 2030.
20251127 Macron pointed out that this military service will run alongside existing civil service programs, which engage "over 100,000 young people annually".
20251127 He also stated that the duration of defense and global security training under the Universal National Service (SNU) will be extended from one to three years.
20251127 The president emphasized that the civil service and reserve "are poised to play a key role in mobilizing non-military forces and preparing the nation for new risks".
20251127 He concluded, "We have no right to fear or panic; the best way to avert danger is to prepare for it".

20251127 Former US intelligence officer and ex-UN inspector Scott Ritter gives an interview to TASS where he takes a lay of the land around Washington’s peace plan for Ukraine, talks about how important arms control is in preventing an Armageddon on Earth, and speaks on how America is falling behind in new weapons technology.
20251127 - The political and social circles have been actively discussing the US plan for settling the conflict in Ukraine and its possible updates.
20251127 In your opinion, which areas of the agreement are the most difficult in the negotiations?
20251127 - The 28-point peace plan that's currently at the center of negotiations appears to be a product of some coordination between the Russian side and the American side.
20251127 And I think that needs to be kept in mind that the 28-point peace plan was unacceptable as written, simply reducing it to 22 points.
20251127 And we don't know these points.
20251127 We do know, for instance, though, that the Ukrainians have upgraded their demands from a 600,000 strong military to an 800,000 strong military.
20251127 This is a non-starter for Russia. The idea that Russia would allow Ukraine to maintain the largest land army in Europe, armed by NATO, after saying that this army is a European army designed to confront Russia, this is absurd. Russia, I believe, would never accept such a term. Ukraine also indicates that they want the right to join NATO and that they want the conflict frozen along the current line. Again, two things that are unacceptable to Russia.
20251127 - What future does this US proposal have?
20251127 - I think the important thing here is that there is a process taking place which has the United States confronting Ukraine with some uncomfortable truths.
20251127 Number one of which is that they are facing imminent military collapse.
20251127 And if they don't agree to a solution soon, the situation on the battlefield will make negotiations moot, as Russia appears to be on the cusp of achieving most, if not all, of their stated military objectives.
20251127 So, I think the clock is running, time is running out for Ukraine, and Russia, I believe, will stick to its guns.
20251127 And Ukraine's job at this point in time is to deflect blame for the inevitable collapse of these talks onto Russia so that the Trump administration blames Russia, not Ukraine.
20251127 - What scenarios for a Ukrainian settlement do you foresee?
20251127 - Russia will respect the sovereignty of the Ukrainian people and create the opportunity for the Ukrainian people to determine for themselves what their future shall be.
20251127 And the Ukraine of the future must be neutral and should be prosperous.
20251127 It doesn't do Russia any good to create a Ukraine that's dysfunctional.
20251127 I just respect the Russian government and I believe there's a plan in Russia and I believe the plan is designed to engender stability, long-term stability.
20251127 Stability requires people who are prosperous. And knowing the history of Russia, I think, I mean, you've heard about the three sisters: Russia, Belarus, Ukraine. I can't imagine Russia envisioning a world where one of the sisters is unemployed, homeless and starving. I think when Russia talks about the three sisters, they're talking about three prosperous entities. Russia has to win the war and defeat that narrative about Russian imperialism created by the West.
20251127 - How can you describe the current situation in global strategic stability?
20251127 - When you invest so much money into projects that are ostensibly for your defense, at some point in time, the human urge is to justify this expense.
20251127 Maybe I don’t have to use these weapons, I just have to threaten to use these weapons, that they are here.
20251127 And the other side think in the same way.
20251127 At some point time one mistake leads to what cannot be stopped.
20251127 Back in the 1960s there was an arms race. The USSR and the US realized the irrationality of this. It was the beginning of the arms control system. New START is about to expire. When it’s gone there is nothing left. The weapons we have today are far more dangerous.
20251127 - What was a game changing event in strategic stability?
20251127 - I don't think the West understands what happen when Russia made the decision to use the Oreshnik missile.
20251127 For the first time in history, a nuclear-capable intermediate-range missile was used in combat.
20251127 Now you've broken that barrier.
20251127 These weapons can be used again now.
20251127 But what about the other side? If you use that weapon, do we know if it's nuclear or non-nuclear when you start to fire? We don't know. It's destabilized. Now we're guilty of the same thing. We have F-35 fighters that are nuclear capable. Every time an F-35 fighter takes off in NATO and flies towards Russia, what do the Russians think? Nuclear, non-nuclear, what do we know? It's the same game being played. But Russia has always been the mature party here. It wasn't Russia that left the ABM Treaty. It wasn't Russia that left the INF Treaty. And it wasn't Russia that caused New START to expire. But now Russia has to adjust its actions based upon the performance of the United States. And as it makes these adjustments, we move closer to war. We also deal with, when we don't coordinate with each other, when we don't communicate, when we don't talk, it can lead to misunderstandings.
20251127 - Can you give examples of such misunderstandings?
20251127 - In October 2025, Vladimir Putin announced that Russia tested the Burevestnik nuclear powered cruise missile.
20251127 In America, this was described as nuclear weapons tests.
20251127 They're not.
20251127 They're the tests of nuclear delivery systems that happen to be nuclear powered.
20251127 Nuclear weapons tests are totally different. But our leadership, American leadership, hears that Russia is testing nuclear weapons. So, we say, well, then we will test nuclear weapons. Now, we don't mean nuclear weapons, we mean nuclear delivery systems. We'll test the Minuteman III, we'll test the new air-launched cruise missile. But now the Russians hear this and say we have to prepare for nuclear tests, real nuclear tests. Then the Americans hear the Russians saying we have to prepare for real. So, we begin to prepare for real nuclear tests. Do you see how dangerous this cycle is as we move towards what would be an Armageddon-like event? All humanity will die. You cannot win a nuclear war. And yet, both the United States and Russia continue to deploy new weapons and continue to create conditions that could lead to escalation. Imagine if we start testing nuclear weapons again without a treaty framework, without coordination, without communication, the misunderstandings that could take place. You start moving pieces on the chessboard and next thing you know, checkmate for both parties. Wipe the board clean because it's all over.
20251127 - Do you see a way out if this vicious circle?
20251127 - Again, I'm not trying to be insulting to anybody, but if we, the people, sit on our behinds and wait for our governments to do the right thing, we'll die.
20251127 Because we see what's happening when our governments are acting to one another.
20251127 There is an absolute imperative, especially from the American side, that the American people become engaged decisively on these issues.
20251127 I came to Russia to begin a dialogue with the Russian people.
20251127 - How feasible is Russia's proposal to extend the quantitative restrictions under New START in such conditions?
20251127 - There were conditions attached to that.
20251127 It wasn't an open proposition.
20251127 Russia would be willing to have a one-year moratorium, but would have to take into account things that were destabilizing, such as if we, the United States deployed Dark Eagle intermediate range missiles to Europe, which we're planning to do next year, if the United States began to implement the Golden Dome ballistic missile defense shield, nuclear weapons testing things of this nature.
20251127 In that case, Russia would have to take the appropriate actions.
20251127 Again, I come back to what I said, arms control is that what keeps us alive. Without arms control we will die.
20251127 - How do you assess the current level of development of the American military-industrial complex in comparison with the Russian one?
20251127 - Again, the Oreshnik missile.
20251127 It's a marvel of technology.
20251127 I'm not denigrating it at all.
20251127 I'm deeply impressed by it.
20251127 But it's one of the most dangerous things that's happened in modern times. Not because it was built, but because it was used. That changes everything. It broke a glass ceiling. But from an American perspective, we have nothing similar to that. Our weapons are old. We're modernizing a 30-year-old missile. We can't afford building new B-21 bombers, so we're going to refurbish B-52 bombers.
20251127 Any misunderstanding in this situation can lead to a dangerous escalation.
20251127 Russia has been patient for many years and Russia should continue to be patient.
20251127 It is not weakness.
20251127 Sometimes it is the strongest person that has to be the patient person.
20251127 - Looking at the bigger picture, how stable is the modern architecture of international relations and what role does BRICS play?
20251127 - The reality is the world today is not the world that existed after the Second World War.
20251127 The Second World War encouraged the development of superpowers.
20251127 So, we had a bipolar world split between the United States and the Soviet Union.
20251127 With the collapse of the Soviet Union, America became the singularity, the global hegemon, because the world wasn't ready to stand on its own two feet.
20251127 Today the world is ready. It is standing on its own two feet. And it's time for America to step aside and become one of many instead of just one. The problem is the institutions that make the world function were devised by the United States. But today the Trump administration does not accept the inevitability of BRICS in the multipolar world. It articulates against BRICS. BRICS is a child. And the world needs to do a better job of raising it because it is the future.
20251127 - In the context of multipolarity, how can you explain the increased activity of the United States in Latin America and the rising tensions with Venezuela?
20251127 - If we talk about Latin America, the US right now is retreating from global dominance to regional dominance as a result of the realities of multipolarity.
20251127 I don’t think that the Trump administration is going to push us into a war with Venezuela.
20251127 If we go to Venezuela we could be talking about a decade-long involvement in the conflict that would probably end like Vietnam.
20251127 - To summarize, are there any positive aspects under current unstable circumstances?
20251127 - The only positive aspect is the weakening of Washington's global influence.
20251127 However, a full transition to multipolarity will be difficult.
20251127 Moreover, without an arms control system, a serious risk of escalation between Russia and the United States remains.

20251127 NATO and the European Union have started to prepare for a major war with Russia, as weird as it might seem, Russian Ambassador to Belgium Denis Gonchar said.
20251127 "By intimidating their people with Kremlin’s non-existent plans to attack members of the alliance, they started to prepare for a major war with Russia, as strange as it might seem," he said during a Russian-Belarusian briefing for the diplomatic corps in Brussels, headlined "Eurasian security: challenges and perspectives".
20251127 "EU countries are promoting rampant militarization.
20251127 They bury the concept of unified Europe for peace and prosperity by turning the European Union into a NATO appendix.
20251127 As a result, Europe has been rapidly losing its international clout and competitive advantages," the diplomat added.
20251127 He went on to say that Russia is not seeking confrontation, but instead has been "working with like-minded partners to create a common security architecture in Eurasia".

20251127 MOSCOW, November 28. /TASS/.
20251127 Russia continues its talks with the United States to remove ‘irritants’ in bilateral relations via a diplomatic channel, Russian Deputy Foreign Minister Sergey Ryabkov told Izvestia in an interview.
20251127 "At present, we remain in touch on ‘irritants’ at the working level via a diplomatic channel with the US side in order to search for mutually acceptable solutions on concrete issues," he said.
20251127 "These contacts have been regular.
20251127 This is routine diplomatic work, and there is no need to make a fuss over it," Ryabkov added.
20251127 According to the Russian diplomat, the current administration led by US President Donald Trump inherited from its predecessors a tangled web of mutual irritants.
20251127 "The pace was high at the very start, when diplomatic teams held two rounds of consultations this spring, reaching a number of agreements aimed at improving the functioning of diplomatic missions.
20251127 However, it later slowed down," the Russian deputy foreign minister said".
20251127 This was due to a number of factors, including the objective need to gradually ease mutual mistrust that followed the "ice age" of Joe Biden’s tenure".
20251127 He added that Russia and US have different views about items that should be included on the agenda, "and this is natural".
